Dominican Republic Advisory Update — Luperón Sailors Released

The four foreign sailors recently detained after applying for a domestic vessel despacho in Luperón have been released and returned to their vessel. According to a published account that includes comments from the Dominican Republic’s Director General of Migration, all four had exceeded their authorized tourist stay and were requesting permission to sail from Luperón to Samaná. Immigration determined that they could not continue to another Dominican port and directed them to depart the country by vessel. Cruisers should not rely on previous informal practices, local tolerance, or the expectation that an overstay charge can simply be paid whenever they eventually leave. Payment of a stay fee does not necessarily provide advance authorization to remain in the country or to travel between Dominican ports.

The May 2025 boat issue Local reports indicate that the May incident involved circumstances not fully described in at least one published account. According to those reports, the vessel had previously cleared into the Dominican Republic, later sailed to Haiti, and then returned to Luperón without completing a new formal vessel and immigration entry. The alleged failure to clear back into the country was reportedly discovered when the captain later requested a domestic despacho to Samaná.

Each crew member’s immigration status and the vessel’s clearance, provisional-navigation permit, despacho, and permitted period in Dominican waters are separate requirements. Both the people and the vessel must remain properly documented.

Before moving between ports, extending a stay, changing crew, or departing, cruisers should confirm requirements directly with Immigration and the appropriate Port Captaincy, obtain written guidance whenever possible, retain all receipts and documents, and allow additional time for processing.

August 1, 2026. Dominican DGM confirms that it has been conducting intensified nationwide operations against foreigners with irregular status. Its February operation included people of several nationalities—including Russian, French, Cuban, Venezuelan, Chinese and Nigerian nationals—detained at ports and airports.The DGM also announced a new AI Pilot to assist in review of database records, with cross reference of fees, navigation permits, passports, visas and cruising documentation which may identify immigration issues more rapidly than in the past. Dominican Republic is cracking down on abuse of their customs and immigration processes. May 2026 a foreign motor vessel was detained/held with the captain deported and banned from reentry. Then August 2026, four crew were arrested and detained with passport issues at Samana after sailing from Luperon. However, DGM has not issued a public statement identifying the Luperón sailors or confirming the current cruiser reports.
